Luis was born in Caracas, Venezuela and studied at the Central University of Venezuela, obtaining a Bachelor's degree in Dentistry in 1995. He completed a Master of Orthodontics program in 1999-2002 and was awarded the title of Specialist in Orthodontics in Venezuela. Since moving to the UK in 2017, he achieved full registration with the GDC in 2020 and has worked in various settings including Maxillofacial services.
